Search and rescue: covering ground you can prove you covered
The hard part of a ground search is not walking. It is knowing what has already been searched, by whom, and how well — and knowing it while people are still moving, rather than at the debrief.
Assignments drawn on the map are visible on every device before a team steps off, and their tracks come back as they walk. What was covered stops being a recollection and becomes something the incident commander can look at, and when the next operational period starts it is still there.
Where a team can put something in the air, streaming video carries the view onto the same map, for the responders running ATAK or WinTAK. A drainage line or a scree slope gets looked at properly before anybody is sent down it.
Fire ground and EMS: accountability without a roll call
Accountability on a fire ground is a discipline that works precisely because it is rigid, and it is expensive in radio traffic. A live map does not replace it, and should not, but it does make the routine parts of it visible without a transmission.
For EMS the same picture answers staging questions before they are asked: which units are on scene, which are still inbound, where the ambulance exchange point actually is rather than where it was announced to be.
Mutual aid is the whole problem
Agencies that respond together rarely share a system, because they answer to different budgets and different procurement. So the interoperability plan is a phone tree, and the shared picture is whatever the incident commander is holding.
Federation is built for exactly this shape. Two networks connect for an incident, with control over what crosses the boundary, then disconnect. Neither agency gives up its own users, its own data or its own network, and nobody has to agree a joint purchase to make a Saturday work.
What it costs a volunteer team
Nothing, for five devices. That is not a trial: no card, no clock, no downgrade at the end of a month. For a volunteer department or a SAR team, that is the difference between trying this and writing a grant application to try it.
Past five devices, Team is $3 per user per month, which adds organization management and mission data. Most teams reach that point because they want to share imagery and overlays, not because of headcount.
Common questions
Does this work for volunteer search and rescue teams?
Yes, and the free tier exists partly for them. Five devices with no card and no time limit means a volunteer team can run a real search without a budget conversation first.
Can fire, EMS and SAR all be on the same picture?
Yes. They can share one network, or run separate networks federated together for an incident and disconnected afterwards — which is usually the better fit, because each agency keeps control of its own users and data.
What about areas with no cell coverage?
Load maps and imagery onto devices before you go. Positions stop updating while a device is out of contact and resume when it is back, but the map itself does not disappear. Planning for the gap is the difference between a degraded picture and none.
Do responders need training to use it?
For reading the map, effectively none — it shows who is where. Dropping markers and following routes takes a briefing. The clients are the standard ATAK, iTAK and WinTAK, so any training material written for those applies.
How fast can we stand this up for a callout?
The network already exists once you have created it, so a callout is a matter of handing out enrolment packages to anyone not already on it. There is no server to bring up.
